Resolution 1983-1984-1 University Funding Shortfall Report
The Faculty Senate of the University of Central Florida communicates to the University of Administration that it is distressed by the deterioration of the State of Florida’s fiscal support to this university in recent years and the Instructional and Research allocations available to the various academic colleges at the University relative to the students the university has enrolled.
The Faculty Senate of the University of Central Florida requests that formal procedures be established by the President of the University whereby the Faculty Senate will receive both general budget and actual expenditure reports at regular intervals (dates and specific nature of reports to be mutually determined) that will allow the Senate to analyze progress and trends in the fiscal affairs of the University and the State University System on a continuing basis.
The Faculty Senate of the University of Central Florida strongly urges that the University Administration take all measures available to it under Florida Statutes, and policy guidelines established by the Florida State University System, to place first planning priority on determining the level of resources that will be available in each fiscal period and, when established, set firm enrollment controls that will ensure adequate and improving fiscal support on an FTE student basis for the academic colleges of the university that will enable the University of Central Florida to more clearly provide an improved level and an enhancement of the quality of higher education expected of it by the people of Florida.
The Faculty Senate requests that the President of the University establish a committee with an equal number of Faculty and Administration members, to prepare a report to the Senate that analyzes the basis for the extraordinary shortfall of funding for U.C.F. compared to other universities in the S.U.S. This report should include recommendations for future actions by the U.C.F. Administration to help ensure that this situation will be ameliorated and not occur again. The Steering Committee of the Faculty Senate shall appoint the faculty members to serve on this committee.

Resolution 1983-1984-2 Appreciation to the Office of Academic Affairs and Dr. John R. Bolte
The Faculty Senate Budget Committee of the University of Central Florida has been given high cooperation and assistance by the University of Central Florida’s Office of Academic Affairs in its attempt to become more knowledgeable of the relative general funding level within the state university system and at this university.
The Faculty Senate wishes to communicate the Senate’s appreciation to the Office of Academic Affairs and especially to Dr. John R. Bolte, Associate Vice President of Academic Affairs, for the assistance provided to the Senate Budget Committee in its work during the 1983-84 academic year.

Resolution 1983-1984-3 Special Student Athletic Fee
WHEREAS the special student athletic fee is proposed in the wake of two years of severe shortages of funds for books, supplies, services, and other academic needs, and thus gives the appearance of misplaced priorities, and
WHEREAS it appears to be unfair to ask students to pay for a deficit not of their making, and
WHEREAS an athletic fee, in contrast to a health fee, does not provide a necessary service clearly beneficial to all students, and
WHEREAS the committee recommending the fee included no women even though women constitute about half of the student body at UCF,
THEREFORE it is resolved that, in the absence of a referendum to determine student support for the activity being funded, the Faculty Senate expresses its concern about the imposition of a $30 annual fee to support the athletic budget and especially to pay the deficit.

Resolution 1983-1984-4 Outside Employment
Revision of Rule 6C7-3.18 on outside Employment. The committee has reviewed the amended rule and believes that all the rules wording has been substantially amended. It merely clarifies the policy which currently exist. The Committee recommends the rule be accepted as amended.

Resolution 1983-1984-5 Administrator Review
University policy provides for a review of the administrators once each 5 years. This policy has been in effect for some time and some administrators have been reviewed. The Faculty Senate would like to be made aware of the review process and the results. The following resolution is recommended.
A report on the administrative review procedures be made to the Faculty Senate. The report should include:
- the current schedule for administrative review,
- a report on those administrators who have been reviewed,
- results of past reviews,
- recommendations made in each review,
- recommendations implemented, and
- follow-up to each review
Reports should be made at the first meeting of the Faculty Senate during the Fall of the academic year. In the event of confidentiality issues a more generalized report may be necessary. The thrust of this resolution is to increase the communication aspect regarding administrative review.

Resolution 1983-1984-6 Reconvene Ad Hoc University Tenure and Promotion Committee
The Faculty Senate requests that the administration reconvene the AD HOC University Tenure and Promotion Committee to further consider tenure and promotion criteria.

Resolution 1983-1984-7 Athletics Admissions Committee
The Faculty Senate requests the Administration appoint a representative committee to review the athletics admission, i .e. the Athletics Admissions Committee should be composed of a representative group from the University community. The Faculty Senate Steering Committee is to designate the faculty representatives.

Resolution 1983-1984-8 Special Classification Retention Rate Annual Report
Admissions and Standards of Athletics and/or other individuals not complying with the regular admission criteria of the University. The Faculty Senate requests that the Administration report to the Faculty Senate as requested in previous resolutions regarding the retention rate of individuals admitted to the University under criteria different than the normal University criteria. This report should be given at least annually and report on the retention rate of these individuals as compared to the general university retention rate as well as to any other special classification retention rate.

Resolution 1983-1984-9 Time Shortened Degree Committee
The Faculty Senate recommends that a committee composed of an equal number of faculty and representatives from Academic Affairs be established to monitor the operation of the UCF Time Shortened Degree program. The committee will critically evaluate the equivalency and suitability of high school course work with specific TSD awarded. Implications of the Gordon Rule should be considered when credits awarded satisfy general education program requirements. The Faculty Senate Steering Committee is to appoint the faculty representatives to this committee.

Resolution 1983-1984-10 Upper Division Component of the General Education Program

Resolved that the Faculty Senate support a modification of the current upper division component of the General Education Program as developed through the joint action of the University General Education Program Committee and the Faculty Senate Curriculum Committee. i.e.:
- A limited number (15-20) of “mini-minors” consisting of 8-10 semester hours are to replace the current Section IIB of the GEP. The “mini-minors” are to be a cohesive grouping of courses outside the major based upon lower division preparation and designed to broaden a student’s intellectual perspective. The University General Education Program Cot11mittee will be charged with the responsibility for selecting and approving “mini-minors” from proposals submitted from the various colleges. Inter-college proposals are to be encouraged, followed in priority order by inter-departmental, and then by departmental groupings.
- An option IIC is to be added that expresses the current alternative of a minor.

Resolution 1983-1984-11 Foreign Language Requirement
WHEREAS the role of Foreign Languages in the GEP was never intended as a permanent solution, but rather as a temporary adjustment necessitated by the prompt implementation of the Gordon Rule, and
WHEREAS the elimination of the foreign language requirement from the GEP is in itself contrary to the spirit of the Gordon Legislation, and
WHEREAS a number of pieces of recent legislation, both on the federal and on the state level, make it urgent to address the present total absence of a Foreign Language requirement of any kind at UCF,
NOW THEREFORE be it resolved that this Faculty Senate address the Foreign Language issue at the earliest possible occasion during the 1984/1985 academic year.

Resolution 1983-1984-12 Student Perception of Faculty Form
Be it resolved that the new Student Perception of Faculty form be adopted for use in place of the current Student Evaluation of Faculty form.

Resolution 1983-1984-13 Citizens Choice, Amendment 1, Proposition 1
Given the data presented in Faculty Senate Resolution 83/84-1 regarding the deficiencies in the state funding of the University of Central Florida and the proposed Constitutional Amendment, known as Citizens Choice, Amendment 1, and Proposition 1.
Be it resolved that the Faculty Senate of the University of Central Florida is in opposition to the proposed amendment.
